Our mission is to put Summit County Ordinance 987, an ordinance approving and adopting an amended development agreement for Dakota Pacific, on November 2025 ballots. In voting to approve amendments to Dakota Pacific’s Development Agreement, Summit County Council voted AGAINST majority community sentiment. By using the right afforded to citizens by the State of Utah to refer the issue to voters, the Dakota Pacific issue can be decided once and for all by the residents of Summit County.

The Mission

Overview

Dakota Pacific owns 51 acres at Kimball Junction; the land is referred to as the Park City Tech Center. When Dakota bought the property, it was zoned only for office space. But the developer began pushing for increased use and density including a hotel, commercial and residential. After 5 years of back and forth (including legislative interference, lawsuits, and broad community opposition) between Dakota Pacific and the Summit County Council, the Council voted in December 2024 to approve Ordinance 987 which amends Dakota Pacific’s development agreement and gives the developer permission to build a mixed use project including over 700 residential units, increased traffic and density, and significant cost to taxpayers. In rendering their vote, the County Council openly cited bullying by Dakota Pacific and pressure by the Utah Legislature as reasons for approving Ordinance 987, despite significant public opposition. Seven sponsors applied to put Ordinance 987 on the ballot so that registered voters of Summit County (and not just the County Council) can vote on the ordinance. If we succeed in getting enough signatures, then voters will have their say in November 2025. And if they pass a referendum thereby repealing the ordinance, Dakota Pacific will revert back to the original Development Agreement. And then they can either build what they bought or actually work with the community on a revised proposal with clear commitments, public benefits, and meaningful developer contributions.
